Project Objectives

  • Provide an overview of the different types of data centers and their required water, discharges, and energy use based on data center capacity, cooling requirements, and site characteristics.
  • Provide an overview of water quality requirements, typical treatment requirements, and waste stream generated for the use of evaporative cooling.
  • Develop a list of necessary information that a data center should provide to a utility to inform the utility’s infrastructure impact assessments completed as part of a servicing review.
  • Develop a list of information a water utility should have readily available to support their local economic development agency in their efforts to attract data centers to the community.
  • Investigate and provide guidance for water utilities on alternatives for rate structures, development fees, and contractual financial arrangements for data centers, considering the economic risk of this rapidly growing field and the risk of stranded infrastructure costs should a data center relocate or change water usage patterns.
  • Develop water utility guidance on contractual components that should be considered should the data center not fall into the existing rates and developmental fee structure approaches used in the community.
